Deep within the heart of Zhili Street is the Elephant Koi Casino. Seemingly a legit business, but it's truly where the Zhi Fong crime gang keeps most of their Yuans from their many illegal businesses across the city. Normally it is heavily protected, but somewhat vulnerable since the 3 Lieutenants took many of their forces away for an operation.
