|In the years during and after the Rebellion, Republic City had begun to diverge economically. There was a large class shift from primarily middle class to a majority lower class with an elite upper class. The dynamic of the city forced the lower class to be subjugated to the upper class for sustenance. It clearly wasn’t the best system but it worked for the time being. As time went on, it began to balance itself back to where it was originally.
After the Rebellion was officially ended and Avatar Michu established the new government and altered the location of power in the city, the dynamic was forced into disarray while the changes were made. With so many new citizens coming in as well, the slums were flooded making the lower class utterly outnumber the middle and upper class citizens. There simply weren’t enough jobs to sustain the influx of population the city had.
As such, many people began to resort to criminal acts to survive. After a time, they began to band together and make gangs focused on organized crime. They were now living as the underworld of the system. The City was rampant with drugs, violence and constant suffering. While one think the local police force would be able to help, they’d be wrong. The RCPD became corrupted, paid by the local gangs to ignore their atrocities. Many officers were paid off, others were lazy or simply too cowardly to fight back. There simply weren’t enough honorable cops to change the situation.
This was the world Kairo was born into, only having his older brother Titos to protect them. While only 11 and 14 respectively, they managed to survive out on into this cruel world. Having lost trust in adults, Titos refused to allow him and his brother to live in any sort of orphanage. Both brothers certainly had a childhood optimism, a decent amount of hope to carry them through.
The two managed to survive since Kairo was a talented thief and Titos even joined the gang known as the Zhi Fong. Their criminal careers were out of necessity and only lasted about 5 years. Titos was able provide better for the young airbender by joining the RCPD, the same organization Kairo had grown to resent.
But after being rescued by a masked stranger from some angry mob, Kairo found a way. Taking crime into his own hands. Now while he wasn’t any sort of expert warrior, he had spared with his talented brother enough to be able to handle himself. Being a social and likeable guy, it wasn’t that hard to get enough people to work as a vigilante group with him.
They had been quite lighthearted, beating up thugs and trying to help people. While when Titos first heard about his activities, he had tried locking him in their apartment and tried to completely put a stop to him. Even though Kairo began sneaking out to continue his vigilante adventures, everything changed when Titos went missing. He was completely gone like thin air.
Kairo had constantly arrived to the police station, pleading with them to find his brother. But sadly, the officers had been completely unable to do a thing about it. They were quite busy and gave up the case in a few weeks. Naturally any respect the airbender had for the local police force was gone with the wind. Completely hating them and having no concern for the law. He rallied his band of heroes together, driving them to change the city for the better.
“Faceless”, that’s what Kairo decided to name his group. The poor people of this city were just that, completely irrelevant and tossed aside while it seemed citizens only mattered when they were rich. Republic City was an awful place and they’d be the ones to fix it, their symbol meant that they would take action against the injustice around them. More people slowly joined their cause. Many teenagers found across the city, such as Eru, Karuza and Yori.
Originally Kairo had opted not to kill, trying to beat up criminals and leave them for the RCPD to take. But after Faceless had subdued a prominent gang leader, he was free to continue paying off Chief Miyazaki (Chief Shan’s predecessor). The very leader who was back out on the streets, known as Mugen had opted for revenge. Leading Kairo’s group into a trap, leading to the deaths of several of his comrades. Greatly enraged by this, Kairo savagely murdered Mugen. With great speed, ferocity and precision, he was able to slaughter his remaining foes as well. After this incident, many people had left Faceless due to fearing their own lives.
With a new perspective on justice and reduced to a skeleton crew, Kairo had his remaining followers lay low and commit small jobs. Many would think Faceless was only a memory, but after shutting down a large sex slave organization. Kairo realized his group had to grow, they had to do more and become a powerful force capable of getting rid of every piece of trash in this city. After recruiting far more people to their cause, such as Torian, Akane, Kamik and Hong . They went on to wage war against the high level gangs, killing many of them. They were also sure to steal large amounts of Yuans from these gangs and spoiled nobles as well, using it to help the struggling people of Republic City. So while Faceless became a name to be feared by many, they were also appreciated and loved by their people. So a strong willed band of citizens managed to provide what the people of this city desperately needed: Heroes.
