Personality: She's out there. Shila is a logical girl. She's also very sweet, but can come off as extremely apathetic, which she is, actually. She is only really 'happy' after she gets to have a bit of fun. She tends to snap at people, sometimes, usually when they're bothering her; When she hates someone, she finds it very hard to hide. She follows rules, though, because she thinks it'll help. The more she's here, and the longer she's gone without a kill, of course, the more she'll be subject to snap.
History: (Three paragraphs, detailed, containing at least seven sentences) Shila was born to two factory workers in the Fire Nation, one who quit so she could be a housewife. June was her favorite. She was never close with Ryuu, her father, who was born a firebender. June was non-bender, and Shila was okay with that. They did the best they could for her, even after she accidentally burnt down a tree in their backyard at the age of six, and she appreciated it in her own way. She helped with the chores, and cooked her own means sometimes. Eventually, Shila was old enough to be left alone without having the house burn down, and she was. June went back to work. Shila was careful around the house. She only practiced her fire-bending while she was outside, and she always made sure to have a bucket of water nearby.
Shila was about thirteen when her mother first noticed signs of something. Shila was too laid back, and calm about everything. Sort of distant and put off. She wasn't normal, and she didn't have many friends, either. June put it off as a phase that every girl went through around her age. She never brought it up, but she did keep a close eye on her when she was home. Shila herself started enjoying different things than anyone her age, which is something her mother looked over. She was enjoying playing with animals, and not in the normal way. She burnt them, trapped them, and sometimes killed them. She noticed their suffering made her happy. And her father was the first to notice.
Ryuu watched her one day as he came home from work early. Concerned, he attempted to stop it, which really only made it worse. She wanted to make him happy, so she kept it in. She even became more socialized, and got a job at sixteen, the first chance she could. That only made it worse. People irritated her, and though she still did it to animals, it wasn't as satisfying. Soon, she snapped, and one day at work, she tortured and killed a co-worker, though made it look like they attacked first. Shila was caught, of course, put in prison despite her plea of it being in self-defense, and put into a high security prison.
She was nothing really special in her first year there. Except for killing a few inmates, making it seem like self-defense, and trying to escape a few times, all of which had failed. Eventually the guards got sick of it, and figured she could be put to a better use. To stop her from killing people, they started using her as a sort of executor, to kill those who've done a bad enough crime to get killed on the spot. After that, she became much easier in the prison, and eventually, was let go for good behavior- on one condition. They get to use her.
So now, she's been doing it for three years, and after a lot of praise, and a broken sense of judgement, she thought it was time to move on. Her use at the Fire Nation prison was long gone, and so after she got her freedom in wording, she skipped town. In fact, she skipped country, and bought passage to the Republic City, where she knew she'd be of some use. She talked with the police force, and after being denied access to them, she decided she didn't need them, and started giving punishment herself. She's even a self-proclaimed last resort for them, sometimes killing the people they're trying to catch. She usually catches crooks by threatening people into telling her their where-abouts. Once she finally catches up to them, her favorites move is forcing flames down their throats and burning them from the inside. She can usually hide the bodies if need be, but usually need is not be, so she instead puts them on display, usually sitting on the top of a roof with a spike nailing them on it through the head.

i feel like a murderer would get a longer sentence for that crime and get her sentence extended for murdering inmates. and how and why did she come to Republic City? wouldn't they have enough goons to carry out executions?
