Ikiaq's most defining trait is selfishness. Ikiaq does what's best for Ikiaq, that's it. His next biggest key trait is his love of money. Combine the two, and this man will do anything for the right price. He's opportunistic, greedy and you never want to get in-between him and his cash. He'd double cross anyone, sell drugs, arrest whoever. That's how he rolls. He's a very good liar, his body has almost no tells when he fibs his heart out.
Behind the dark side, there's a lot of internally insecurity and paranoia. Ikiaq is paranoid about his corruption being discovered and goes to any length to keep it quiet. He tries his best to be cold and calculating but never succeeds – most of his plans are dodgy at the best and it's by some combination of bribery, luck and murder that he's still getting away with it.
Ekta is his pressure point however. Ikiaq does genuinely care about her. In fact, she's probably the only person he cares about. The problem is, Ikiaq could possibly turn on her if the price was right, and they both know it. It's the source of some tension but they still work together quite a bit, maybe so Ekta can actually keep an eye on him.
Ikiaq was born to an earthbender and a waterbender in the northern water tribe. They were middle class and didn't have the worlds most exciting life. However, Ikiaq lived on the edge of the rich part of town, and even as a young child had a little sparkle in his eye, with a tiny bit of envy going on. When he was two, his younger sister Ekta was born. They didn't have an easy relationship. They often fought about the pettiest of things.
As he got older, the selfish side of Ikiaq started to come out. By the time he'd started water bending at five he was asserting any authority at anyone he could. It was around this point he really started fighting with his parents – he expected and wanted them to give him everything he wanted and there was no line he wouldn't cross.
By the time he was in his teens, he didn't really have much of a connection with anyone. He wasn't coping well with testosterone, it was making him quiet violent. He got into a lot of fights at school. While Ekta was starting to show signs of a being apathetic, Ikiaq got what he wanted by violence. It seemed to be all he understood. He respected those that could best him and bullied anyone he could pick on.
When he was seventeen, he had a falling out with his parents. He left, took whatever money they had lying around and left on the first boat. This took him to the northern part of the Earth Republic. He saw a job opening in the police, took it, and started to abuse his power. It wasn't long before the darker elements of the town took notice of him. They kidnapped him and sat him down.
They were unhappy with him as he kept arresting people they wanted out of jail. They threatened him, telling him to watch out. Ikiaq shot out a counter offer – double my pay, and I'll make sure your interests are protected. They accepted the offer and his life of corruption began. He was pretty good at what he did – lying is one of his talents, after all. Suddenly, his backer's competition started to end up in cells or have their assets seized at critical times.
After a couple of years, someone in the department noticed the pattern and started to investigate. Eventually, Ikiaq felt the heat, grabbed every yuan he had and bolted. He did the same thing he did before, got on the first boat he saw and hoped for the best. It took him to the Fire Nation, where he hid for a couple of months before running into an old friend, Ekta. They started talking, realized they had more in common than they thought, and used some contacts to get into republic city via the citizenship project.
The user can create a whip of water to quickly strike at something.
The user can create a jet of water that can be used to push back or even topple others.
The user can create a small wave from a nearby source of water that can be used to crash down on something.
The user can alter the temperature of water, allowing them to cause it to boil or even freeze.
The user can alter the pressure of water, allowing them to use it to grab or strike things.

The user creates claws of ice upon the tips of their fingers which can be used for striking or flung as projectiles. (Achieved after 1 week)
The user rapidly sends a flurry of small water beads which can be used to pummel something in quick succession. (Achieved after 2 weeks)
Ice Protector(Achieved after 1 month)
The user can create a large dome of ice around them which can be used to protect them and even others from harm. The user is unable to take any other action while maintaining the dome.
The user can surround their body in a pressurized suit of water which has eight arms for offense or defense. The user cannot move while using this power.
The user can create blades of ice from water which can be used as melee or projectile weapons. While wielding these blades, the user cannot use any other waterbending techniques from their hands.
The user spreads water over their whole body and freezes it, constructing a protective suit of armor. Unlike Earth Armor, it does not restrict speed and mobility and is immensely easy to repair since it's not durable. While it can endure rather basic attacks, the armor would need constant renewal and the user can only use Ice Blades when maintaining the armor. If the user no longer desires to wear the armor, they can instantly cast it off as blast of ice shards around them or simply melt it.
(Note: Once a power is chosen, it cannot be changed. Also, Master level powers can only be achieved after 7 months and require 2 open power slots.)
The user is able to waterbend without using arm motions while bending. (Achieved after 2 months)
The user is able to manipulate water vapor in order to move or create clouds which can be used to obscure sight. (Achieved after 4 months)
