Jeong is an interesting mix. Firstly, he's very clever and manipulative. He's shrewd, calculating and quite apathetic. He makes his plans for one reason – his own benefit. He doesn't want to help people nor does he try to harm them – but if it's a consequence, then so be it. Despite that, he's not very confident around his family. Being the youngest means he can often struggle to deal with them.
In a fight, he's a liability. He has no real physical strength or courage and his bending is weak. But he usually has thugs with him to deal with that, so that's never a problem.
Jeong's main asset to the family is his ability to see the outcome of a situation. He can analyse both sides of a problem and work out the best possible solution for each party. So far, he's been using it to help the family but if he ever felt his talents could be better rewarded elsewhere, who knows where it will take him.
Jeong doesn't do attachment. Everything in the world to him is just a means to an end. Any sexual encounter has just been physical, not emotional. He's willing to cut ties to whoever and will feel no remorse or regret. Actually, regret is another thing he doesn't do. He's arrogant enough to always know he was right, regardless of what anyone else says.
Jeong was born the youngest of two siblings in Republic City. He was always the weakest one, even comparatively, and as such, didn't get much nurture from his parents. In fact, at one point, they were worried he would end up crippled like his father. However, it was clear to see he was going to be very smart. He rarely showed up to school, family being a crime family and whatnot, but his grades were still flawless. It was later discovered he had done this by copying the tests from the teachers, or threatening the other smart kids to do it for him. Naturally, it wasn't him doing the threatening. It was the the biggest kids in the grade, whose grades were also coming up as a result.
Jeong more often than not found a way to make money out of stuff. The reason he got kicked out of his primary school was for taxing people to go to certain areas, and kept many people working for him. Anyone too big and strong for him to push around would do as he said, or they would get ganged up on by all the other strong kids. Or get a lot of detentions. Basically, you didn't mess with him, or you got messed up.
When he next arrived somewhere, he tested out a new scheme. Cactus juice. People got very addicted, very quickly. Because of his family connections, he knew the suppliers. By 14, he was enough into the scheme that he actually had a crew of smugglers working for him and people at other schools selling it with him as the kingpin, watching as the profits rolled in. Jeong was feared by the people around him.
What he didn't anticipate was his father finding out. When his father found out, he demanded an explanation. Jeong cracked and told his father everything. After hearing him out, his father wasn't mad. Instead, he was added to the family as a functioning member. His talent for making a good deal and making money for his family (as long as he had plenty for himself) lead him to gain new respect from his father.
With this new respect, Jeong started to get invited into family business, as his shrewd mind more often than not added to the family’s wealth. When they asked him to step up and do more in the family, he accepted, and turned his mind to how much money it could make him.
The user can create a whip of water to quickly strike at something.
The user can create a jet of water that can be used to push back or even topple others.
The user can create a small wave from a nearby source of water that can be used to crash down on something.
The user can alter the temperature of water, allowing them to cause it to boil or even freeze.
The user can alter the pressure of water, allowing them to use it to grab or strike things.

The user rapidly sends a flurry of small water beads which can be used to pummel something in quick succession. (Achieved after 1 week)
The user can surround their arms in watery tentacles from a small source of water that can be used offensively or defensively. (Achieved after 2 weeks)

The user can create a whirlpool which pools all within its reach inwards. Requires a body of water.
The user can create a spout of water which can be used to lift them or others up off the ground. Requires a body of water.
The user is able to condensate water from the air, giving them a access to a body of water anywhere.
The user fires a high pressure jet of water, while thinner than other waterbending techniques, the stream is strong enough to cut through weaker armour plating and even people. The technique's power drastically drops at longer ranges, making it only effective in close quarters.
(Note: Once a power is chosen, it cannot be changed. Also, Master level powers can only be achieved after 7 months and require 2 open power slots.)
The user is able to waterbend without using arm motions while bending. (Achieved after 2 months)
