Yin Shi are what some might consider a "necessary evil", while technically using illegal technology and bending techniques, they work to take down organised crime and bounty targets normally too difficult for the RCPD to take down legally. Strictly speaking, Yin Shi operates outside of the law and are known to do whatever is needed to complete the task at hand, but has a certain understanding with the RCPD. In exchange for its continued work in neutralising high-priority criminal elements, the police typically overlook the group's own transgressions. Yin She do use lethal force when necessary, though will bring in their target alive when required.
Given the mixed legality of their work, Yin Shi finds itself taking on many individuals from varying walks of life and are generally willing to take on anyone who wishes to join them. However, the group operates on a few strict rules that may not be broken under any circumstances:
No killing of non-combatants, collateral damage should be kept to a minimum
Unreasonable criminal conduct is not tolerated
Betraying the Yin Shi is considered a grievous transgression and will be dealt with harshly
Founded by Ming He, Yin Shi acts as Republic City's private paramilitary organisation. She decided that by having various freelance agents pool their resources together that they would function more effectively as a team. Yin Shi's day-to-day activities consist of chasing down and turning in bounties in and around the city, as well as running a bar within their base. From time to time Yin Shi takes on contracts set by clients in need of paramilitary aid.
Despite being the main leader and founder, Ming He assigned Michiko to run operational management of Yin Shi in her place, feeling that her own skills would be more effective in the field.
The large presence of technically adept members gives Yin Shi access to various technologies and vehicles to increase their effectiveness. Their headquarters is based out of the Fifth Element, a bar used to help disguise their base, generate revenue and keep tabs on the city's more subtle activities.
One of The Fifth Element's most popular bar staff and skilled drinks mixers, using waterbending to elaborately blend cocktails, Haruka enjoys working for Yin Shi but has no interest in dangerous work like bounty hunting. Instead she is more than happy to hold the fort while the others are gone and serve customers. In addition to her hard working and loyal attitude, Ming He hired Haruka for her healing abilities to patch up injured members.
